Amendments to Bills A Practical Guide

Preparing an Amendment

Summary

There is a drafting and approval process for amendments.

Preparation

1

Who drafts amendments?  All amendments are drafted by Parliamentary Counsel.  Instructions should be given to them as early as possible to allow sufficient time for drafting and discussions.

2

Approving the draft  The member needs to tell Parliamentary Counsel as soon as he or she approves the draft.  Then:

·

Parliamentary Counsel send a copy to the Assembly Procedure Office.  Staff, in consultation with the Clerk, check that the draft follows procedural and constitutional requirements.

·

after this check, Parliamentary Counsel send to the Procedure Office the final version of the amendment.

·

the Procedure Office prepares copies of the amendment.  The copies are stored confidentially in the Assembly until the member is ready to circulate them during debate.
