Decorum in the House

Behaviour of members

Summary

There are procedures for members to follow while they are in the Chamber which will assist the Speaker maintain order of the House and control the behaviour of its members.

 

Courtesies in the House

·

Members take their place in their allocated seat at the start of a sitting day.

·

As a gesture of respect, members bow their head to the Chair when entering or leaving the Chamber.

·

During a sitting day members may leave the Chamber at any time except:

When the Chair is asking members to vote on a question;

After the doors have been locked for a division; or

When a quorum is called. (The number of members required in the Chamber to allow business to be conducted).

Members should not walk between the Chair and any member speaking, nor between the Chair and the Table or between the Chair and the Mace while it is being carried by the Serjeant at Arms.  Members must also not crouch down to pass between the Speaker and the member speaking.

·

Members stand to speak and address their remarks through the Chair.

·

If the Speaker stands to interrupt a debate, the member speaking must sit down, and all members must take their seat and be silent.

·

Members must not communicate with members of the press or public galleries while in the Chamber.

·

Members should refer to the Legislative Council as 'another place'.

·

Members can refer to material from books or newspapers in the context of their speech but must not otherwise read them in the Chamber.

·

Members may clap to welcome distinguished overseas visitors to the Gallery, but clapping at any other time is disorderly.
