Opportunities for Debate

Grievances

Summary

The grievance debate gives members the opportunity to raise matters concerning individual circumstances or other issues of significance.

Discussion procedure

1 Provisions.  Provision for the grievance debate is outlined in Standing Order 38

Origin.  It is believed that the grievance debate stems from an old Westminster practice whereby open debate and criticism occurred before the budget was agreed to by the House of Commons.

Discussion days.  The debate takes place on the first Wednesday of a sitting period and every subsequent third sitting Wednesday.  Members are called ‘to grieve’ on issues.

Timeframe.  The whole debate lasts for two hours, or until eight members have spoken, whichever is the shorter.  Members have a maximum of 15 minutes each in which to speak.
