| 1 | Scope. Members’ contributions to debates must be relevant and within the scope of the bill or motion |

Timeframe. Standing Order 131 sets out the time limits for speaking on bills or motions. Time limits can vary from five minutes to an unlimited amount of time |

Textual amendments. Amendments may be moved by any member. To be admissible, the amendments must be within the scope and relevant to the subject matter |

Reasoned amendments. These enable a member to place on record reasons for not agreeing to a bill. A reasoned amendment must be relevant to the bill. |
