Opportunities for Debate

Bills and Motions

Summary

Members have various opportunities to debate bills and motions before the House.

Proceedings

1 Scope.  Members’ contributions to debates must be relevant and within the scope of the bill or motion

Timeframe.  Standing Order 131 sets out the time limits for speaking on bills or motions.  Time limits can vary from five minutes to an unlimited amount of time

Textual amendments.  Amendments may be moved by any member.  To be admissible, the amendments  must be within the scope and relevant to the subject matter

Reasoned amendments.  These enable a member to place on record reasons for not agreeing to a bill.  A reasoned amendment  must be relevant to the bill.
