| 1 | House of origin. All bills authorising expenditure must originate in the Legislative Assembly. |

Amendments. The Legislative Council can debate these bills and may amend or suggest amendments to be made. |

Message. A message from the Governor recommending that the appropriation be made must be presented in the Assembly. |
