The Speaker presides over debates and is assisted by Acting Speakers.

Speaker presiding. During debate the Speaker: |

ensures that the dignity and decorum of the House is preserved (see Fact Sheet 7: Decorum in the House) and protects the rights and privileges of the members; |
|
|
· |
maintains order in the House; |
|
|
· |
upholds the standing and sessional orders (rules) of the House; |
|
|
· |
makes rulings (referred to as Speakers’ rulings) which are used to guide and direct the House; |
|
|
· |
may order members to withdraw from the Chamber for disorderly behaviour. |

Deputy and Acting Speakers presiding. The Speaker is assisted by the Deputy and Acting Speakers: |

· |
The Deputy Speaker is appointed at the start of each new parliament; |
|
|
· |
A number of Acting Speakers assist the Speaker and the Deputy Speaker; |
|
|
· |
The Deputy Speaker chairs the consideration in detail stage, during which clauses of bills are examined in detail and amendments considered. |
