Summary

Bills go through a number of steps to become law.  You can view, print and check the progress of bills on Parliament’s website.  The stages of a bill are shown below.

Legislative Process

1

Introduction and first reading.  The minister advises the Assembly of the topic of the bill.

2

Statement of compatibility tabled. The minister tables a statement as required by the Charter of Human Rights and Responsibilities Act 2006.

3

Second reading.  The minister gives the second reading speech, and the bill becomes available on Parliament’s website.

4

Consideration in detail.  This is an optional stage, where the bill can be discussed in detail, and amendments considered.

5

Third Reading.  This is the final stage for the bill to pass through in the Assembly, and does not usually involve debate.

6 Legislative Council.  When the Assembly has agreed to a bill, it is sent to the Legislative Council, where it goes through similar steps.
