Procedure at the Time of the Discussion

Summary

These notes explain what happens on the day of the discussion.

Discussion procedure

1 Discussion days.  Discussion takes place on Wednesday mornings except on Wednesdays when a grievance debate is scheduled.

2

Reading the topic.  The Speaker reads the topic out in the Assembly and then asks the member who proposed it to start the discussion.

3

Length of discussion.  It can last for a maximum of two hours.  The first government and non-government speakers can speak for 15 minutes.  Other members can speak for a maximum of 10 minutes.

4

Calling on other business.  Members have the right during the discussion to propose that ‘the business of the day be called on’.  If the Assembly agrees to this, the discussion stops straight away and discussion on parliamentary committee reports is called on.
