Members can suggest topics to the Speaker; the Speaker decides which topic will be discussed.
1 How to make a suggestion. A member must give the suggested topic to the Speaker by 4.00 pm on the day before the discussion.
2 Who can suggest topics? Although any member can suggest a topic, the Speaker will alternate between selecting topics from government and non-government members. Non-government members are chosen in proportion to their numbers in the Assembly.
3 Speaker’s decision. The Speaker checks whether a suggestion complies with the rules. If a suggestion does not completely follow the rules, it is possible that the Speaker will ask that the wording is changed. If more than one suggestion is made, the Speaker decides which one will be discussed.
4 Confirming the topic selected. After the Speaker has made a decision, the leader of each party and the independent members are given details of the topic.
